Cesar Pelegrin, born in Spain in 1965, is begins in the martial arts through Judo and Taekwondo from the age of 8 years. Today he is well known for giving seminars of Police Self-defense and Budo all over the world. Shihan 15th Dan of Bujinkan Dojo, he shares his passion for Budo of Hatsumi Sensei with the teaching to the Spanish Police (the Academy of Police, Malaga) and different groups of Security through S.I.S ( Security Integral System).  He travels three times a year to Japan to keep on forming and teache in the Palace of Sports in Malaga.

His Budo name is Ryukai - means Dragon of the Sea and it was granted by Sensei years ago. The name of his dojo is a Kaiyo Dojo, which means the reflex of Sun in the Sea.
